Report to Senate Finance Committee & House Ways & Means Committee on administrative procedures & open meetings provisions due Dec. 1, 2014 (Chapter 369, Acts of 2014).

Report to Senate Finance Committee & House Ways & Means Commitee on cases heard & decided due Aug. 1, 2018 (Chapter 369, Acts of 2014).


The Public School Labor Relations Board was authorized on July 1, 2010 (Chapters 324 & 325, Acts of 2010; Code Education Article, sec. 6-801 through 6-807). The Board administers labor relations provisions relating to public elementary and secondary education. It decides controversies and disputes between local boards of education and employee organizations representing school system personnel.

Originally, the Board was located at 839 Bestgate Road in Annapolis. From November 2011 to November 2013, the Board was based at the George M. Taylor District Court/Multi-Service Center at 7500 Ritchie Highway in Glen Burnie. In November 2013, it moved back to 45 Calvert Street in Annapolis.

Five members constitute the Board. They are appointed to five-year terms by the Governor with Senate advice and consent.

The Executive Director is appointed jointly by the State Labor Relations Board, the State Higher Education Labor Relations Board, and the Public School Labor Relations Board.
