Auto Insurance Task Force to Study Rates in Urban Areas was formed by Maryland Insurance Commissioner in Feb. 2005. Task Force reviewed ways to reduce high auto insurance rates in urban areas and thereby reduce resulting numbers of uninsured motorists.

Task Force submitted its final report in April 2006.

COMMUNICATIONS
Renamed Communications and Consumer Services in Aug. 1999.

COMMUNICATIONS & CONSUMER SERVICES
Renamed Public Affairs in July 2005.

CONSUMER COMPLAINT INVESTIGATION SECTION

Habilitative services are services such as occupational, physical, and speech therapy that improve a child's ability to function when child has a congenital or genetic birth defect.

In July 2012, Work Group on Access to Habilitative Services Benefits was authorized (Chapters 293 & 294, Acts of 2012). Work Group determined whether children who would benefit from and are entitled to habilitative services through their health insurance policies or contracts, or through their health maintenance organization, were actually receiving those services. Work Group considered why children are not receiving habilitative benefits, and what actions should be taken to ensure their optimum use. Work Group studied costs and benefits of expanding coverage to habilitative services for individuals up to 26 years of age.

Work Group submitted interim report in Nov. 2012 and final report in Oct. 2013.

At request of Chair of House Health and Government Operations Committee, Maryland Insurance Commissioner formed Work Group on Genetic Testing in Feb. 2009. Work Group reviewed current state of genetic testing; its role in long-term care, disability, and life insurance; and its impact on privacy of health information.

Report submitted to House Health and Government Operations Committee in Dec. 2009.

Work Group on Lead Liability Protection for Rental Property was convened by Maryland Insurance Commissioner in June 2012 (Chapter 373, Acts of 2012). Work Group considered feasibility of either encouraging insurance industry to provide lead liability coverage for owners of pre-1978 rental property, or establishing other mechanisms or an insurance fund to provide for such insurance. In addition, Work Group evaluated extent to which private risk management tools, such as insurance and bonds, are available on commercial market.

Final report submitted Nov. 2012.
