ORIGIN & FUNCTIONS


PUBLIC WORKS DIVISION

The Public Works Division began as the Sanitary District Commission. The Commission was succeeded by the Frederick County Metropolitan Commission in 1968 (Chapter 609, Acts of 1968). In 1974, the General Assembly authorized the Board of County Commissioners to abolish the Metropolitan Commission and create a department of public works (Chapter 629, Acts of 1974). The Department of Public Works was formed in 1978, and reformed in 2001 as a division.

Today, the Division of Public Works is responsible for three departments: Engineering and Construction Management; Fleet Services; and Highways and Facility Maintenance (County Code, secs. 1-18-1 through 1-18-5).

Formerly located at 118 North Market St. in Frederick, the Division moved to 355 Montevue Lane on December 9, 2013.


UTILITIES & SOLID WASTE MANAGEMENT DIVISION

Functions of the Utilities and Solid Waste Management Division originally were overseen by the Department of Public Works, created in 1978. When the Department reorganized as a division in 2001, the Utilities and Solid Waste Division was established.

The Division plans, constructs, and operates the County's water supply, wastewater disposal and solid-waste pollution-control infrastructure.

Under the Division are six departments: Engineering and Planning, Regulatory Compliance, Solid Waste Management, Wastewater Treatment and Disposal, Water and Wastewater Maintenance, and Water Purification and Distribution.
