In August 2002, the Task Force to Evaluate the Development and Construction of a Magnetic Levitation (MAGLEV) Transportation System in Maryland between Baltimore and the District of Columbia was created (Chapter 573, Acts of 2002). The Task Force examined the design, construction, operation, and financing of various potential structures of a maglev system to connect Baltimore and the District of Columbia. "Maglev" is short for magnetic levitation. Using maglev technology, a train can be operated by non-contact electromagnetic systems that lift, guide, and propel the vehicle forward at speeds up to 300 miles per hour.

Feasibility, benefits, and public and/or private funding of a maglev system were studied by the Task Force. Additionally, the Task Force made recommendations on the establishment of a State or multijurisdictional authority and the role to be played by the State in the construction of maglev system.

The Task Force reported its findings to the Governor and General Assembly in February 2003.
