In 1969, Advisory Council on Prevailing Wage Rates was created (Chapter 558, Acts of 1969). It advised Commissioner of Labor and Industry on hourly wage rates applicable to contracts and subcontracts for public works within State. Council established standards for hours of work and rates of pay, conditions of employment, and duties of certain public officials under certain contracts and subcontracts for public works in Maryland. Council also called upon other agencies of State and local government for statistical data and reports.

Council's six members were appointed to three-year terms by Governor with advice of Secretary of Labor, Licensing, and Regulation and Senate advice and consent. Governor named a chair annually (Code State Finance & Procurement Article, sec. 17-203).

Abolished effective July 1, 2013 (Chapter 224, Acts of 2013).

Established in 1935, Banking Board advised Commissioner of Financial Regulation on any matter concerning business of any State banking institution (Chapter 489, Acts of 1935). Board also assisted Commissioner with approval or disapproval of applications by banking institutions and foreign banking corporations.

Board was composed of nine members. Eight were appointed to six-year terms by Governor with advice of Secretary of Labor, Licensing, and Regulation. Comptroller of Maryland served ex officio (Code Financial Institutions Article, secs. 2-201 through 2-204).

Authorization for Board was repealed on July 1, 2011 (Chapter 332, Acts of 2011).

BOARD OF EXAMINING ENGINEERS
Reorganized as State Board of Stationary Engineers in Oct. 2005 (Chapter 613, Acts of 2005).

COMPUTER SERVICES
Under Information and Technology Management, renamed Office of Information Management in Jan. 2001.

CREDIT UNIONS
Under Office of Financial Regulation, merged with Bank Supervision in Nov. 2003 to form Bank and Credit Union Supervision.

DIVISION OF EMPLOYMENT & TRAINING
In July 2003, restructured as Division of Workforce Development.

DIVISION OF FINANCIAL REGULATION
Renamed Office of Financial Regulation.

DIVISION OF WORKFORCE DEVELOPMENT
Reorganized as Division of Workforce Development and Adult Learning in July 2009 (Chapter 309, Acts of 2009).

EDUCATION & WORKFORCE TRAINING COORDINATING COUNCIL FOR CORRECTIONAL INSTITUTIONS
Under Division of Workforce Development and Adult Learning, renamed Correctional Education Council in July 2015 (Chapter 123, Acts of 2015).

EMPLOYER SERVICES
Under Office of Employment Services, renamed Business Resources and Services in April 2001.

EMPLOYMENT STANDARDS SERVICE
In 1965, the Employment Standards Service was formed as Labor Standards Division. Service administered laws governing child labor, employment agencies, and wage payment and collections. Service also oversaw licensing and certification required by these statutes. In response to specific complaints, Service investigated and resolved claims by employees of violations of these laws.

Service was responsible for protective labor laws concerned with children. Child Labor Law specifies conditions under which minors (aged 14 to 17) may be employed. Law requires employers to acquire a work permit for each youth hired (Code Labor & Employment Article, secs. 3-201 through 3-216).

Employment agencies in State which charge applicants a fee were licensed and regulated by Service (Code Business Regulation Article, secs. 9-101 through 9-601).

Under Maryland Wage Payment and Collection Law, Service was empowered to collect wages that are due an employee and have not been paid (Code Labor & Employment Article, secs. 3-501 through 3-509).

Abolished July 1, 2005.

ENFORCEMENT & COMPLAINTS
Under Office of Financial Regulation, renamed Enforcement and Consumer Services in Jan. 2008.

INFORMATION & TECHNOLOGY MANAGEMENT
Within Office of Secretary, Information and Technology Management started in Jan. 2001. Formed to consolidate Departmental information technology functions, it oversaw two offices: Information Management, and Information Technology. In July 2005, reorganized as Office of Information Technology.

INFORMATION SERVICES
Under Administration, functions moved in 1997 to Information Technology within Office of Secretary.

INTERNAL ANALYSIS SECTION
Internal Analysis Section administered benefits and revenue quality control; benefits payment control; internal security and program integrity; and management and analysis for Unemployment Insurance Program. Section also coordinated agency's responses to all audits performed by outside auditors. It assigned and tracked corrective action to ensure that deficiencies were remedied. Each year, it would coordinate and direct statewide Unemployment Insurance Quality Appraisal (federally mandated) to ensure continued funding of Unemployment Insurance Program.

OFFICE OF EMPLOYMENT SERVICES
Under Division of Workforce Development, functions consolidated under Office of Field Operations in July 2004.

OFFICE OF EMPLOYMENT TRAINING
In 1976, Office of Employment Training was established as State Manpower Planning Office within Department of Human Resources. Office reorganized in 1979 as Training and Employment Office under Community Programs Administration of Department of Human Resources. In 1983, Office became Job Training and Placement Administration under Department of Employment and Training, and was renamed Office of Employment Training under Division of Employment and Training within Department of Economic and Employment Development in 1987. As part of Division of Employment and Training, Office transferred to Department of Labor, Licensing, and Regulation in 1995. Within Department, it joined Division of Workforce Development in July 2003.

Office administered programs authorized by federal Workforce Investment Act. These included employment and training for economically disadvantaged adults and youth, and dislocated workers. Programs encompassed vocational training, counseling, and on-the-job training, as well as summer employment and training for youth. Some programs were run by local service delivery areas and private industry councils.

In accordance with federal law, Governor designated twelve local service delivery areas, which consisted of a county or group of counties. In each, a private industry council decided what employment and training services were needed. Appointed by local government, councils represented State and local government, community colleges, and private industry.

Office also supported Department's management of Job Opportunities and Basic Skills Program. Created by federal Family Support Act, Program offered employment training, education, employment support services, and job placement to recipients of public assistance. Office worked with local private industry councils which conducted Program with other local agencies of social services, education, and economic development.

Under Division of Workforce Development, functions combined and reorganized as Office of Field Operations in July 2004.

OFFICE OF EQUAL OPPORTUNITY & PROGRAM EQUITY
Under Deputy Secretary, renamed Office of Fair Practices in Aug. 2008.

OFFICE OF FEDERAL RESOURCES
Reorganized as Grants Management Unit within Budget and Fiscal Services in Dec. 1999.

OFFICE OF FIELD OPERATIONS
Under Division of Workforce Development and Adult Learning, renamed Office of Workforce Development in May 2011.

OFFICE OF HOME & MECHANICAL SERVICES
Under Division of Occupational and Professional Licensing, created in December 2008 to coordinate and streamline the administration of six boards: State Board of Master Electricians; Elevator Safety Review Board; State Board of Stationary Engineers; State Board of Heating, Ventilation, Air-Conditioning, and Refrigeration; State Board of Plumbing; and State Commission of Real Estate Appraisers and Home Inspectors.

Disbanded in March 2015.

OFFICE OF LABOR MARKET ANALYSIS & INFORMATION
Under Division of Workforce Development, reorganized in July 2004 as two offices: Labor Statistics, and Workforce Information and Performance.

OFFICE OF LABOR STATISTICS
Under Division of Workforce Development, functions assumed by Office of Workforce Information and Performance in Dec. 2006.

OFFICE OF LEGISLATIVE & REGULATORY AFFAIRS
Renamed Office of Government Affairs.

OFFICE OF PROGRAM ANALYSIS & AUDIT
Under Deputy Secretary, abolished in July 2008. Reconstituted under same name in July 2014.

OFFICE OF UNEMPLOYMENT INSURANCE
In July 2003, separated from Division of Employment and Training and renamed Division of Unemployment Insurance.

POLICY COORDINATION
Position of Assistant Secretary for Policy Coordination ended in 1998.

REGULATORY POLICY & PROGRAMS
In 1995, Regulatory Policy and Programs organized within Department of Labor, Licensing, and Regulation. Formerly headed by an assistant secretary. it oversaw three divisions: Financial Regulation; Occupational and Professional Licensing; and Racing.

Phased out in Jan. 2003.

STATE BOARD OF DOCKING MASTERS
State Board of Docking Masters formed on Oct. 1, 2000 (Chapter 509, Acts of 2000). It was responsible for docking service safety. Board adopted regulations and passed orders to govern and regulate licensed docking masters.

Five-member Board was appointed to two-year terms by Governor with Senate advice and consent and advice of Secretary of Labor, Licensing, and Regulation (Code Business Occupations & Professions Article, secs. 5.5 -101 through 5.5-602).

Abolished Oct. 1, 2004 (Chapter 520, Acts of 2004); functions transferred to State Board of Pilots.

STATE COMMISSION OF REAL ESTATE APPRAISERS & HOME INSPECTORS
Effective July 1, 2012, renamed State Commission of Real Estate Appraisers, Appraisal Management Companies, and Home Inspectors (Chapter 366, Acts of 2012).

In July 2010, Commissioner of Financial Regulation convened Work Group to Study Debt Settlement Services Industry (Chapters 338 & 339, Acts of 2010). Work Group was charged with considering how Maryland could best regulate debt settlement services industry; whether such businesses should be licensed; and what fiscal impact would be if licenses were required.

Work Group reported its findings to Senate Finance Committee and House Economic Matters Committee in Dec. 2010.

WORK GROUP TO STUDY OCCUPATIONAL SAFETY & HEALTH PREQUALIFICATION REQUIREMENTS ON PUBLIC WORKS PROJECTS

In July 2014, Work Group to Study Occupational Safety and Health Prequalification Requirements on Public Works Projects was formed (Chapter 325, Acts of 2014). Work Group analyzed certain proposed requirements for prequalifying public works contractors for occupational safety and health; studied such requirements in other jurisdictions; considered what practices State agencies currently use to ensure contractors adhere to safety standards; and made recommendations on establishing occupational safety and health prequalification requirements in Maryland.

In December 2014, Work Group's report was submitted to General Assembly.

Authorization for Work Group ended July 1, 2015.

In July 2008, Workforce Creation and Adult Education Transition Council was created (Chapter 134, Acts of 2008). Council was to plan for transfer of adult education, literacy and correctional education programs from State Department of Education to Department of Labor, Licensing, and Regulation. Transfer was effective July 1, 2009. Council also worked to develop a new State plan for adult education; identify and coordinate other State adult education programs; recommend a framework for adult education services through Department of Labor, Licensing, and Regulation; and recommend scope of responsibilities and membership for a State advisory council on adult education, literacy, and workforce development. Further, Council considered overlap of correctional education with juvenile services education, and what adverse affect transferring correctional education might have on juvenile services.

Council reported to Governor and General Assembly in Dec. 2008.
