Origins of the Governor's Subcabinet for International Affairs trace to 1988 when the Governor's International Cabinet was formed by the Governor. That cabinet was abolished in 1995 by the same law which established the Department of Business and Economic Development and replaced the Maryland International Division with the Office of International Trade (Chapter 120, Acts of 1995).

In November 2001, the Governor established the Governor's Subcabinet for International Affairs (Executive Order 01.01.2001.20). To enhance Maryland's competitiveness in world markets, the Subcabinet devises strategies for pursuing business, cultural, educational and governmental priorities in international affairs. The Subcabinet also coordinates and evaluates the international activity of State agencies, and oversee protocol functions.

In May 2005, the Subcabinet was authorized to establish a fund to receive contributions for the benefit of sister-state relationships. The funds are to be disbursed at the direction of the Subcabinet upon direction of the Finance Committee of the Board of Directors of the Maryland Sister State Program (Executive Order 01.01.2005.24).

Chaired by the Secretary of State, the Council consists of seven ex officio members (Executive Order 01.01.2005.24).
