The Legislative Policy Committee created the Special Committee on State Employee Rights and Protections in June 2005. In August 2005, the Legislative Policy Committee adopted a resolution stating the mission of the Special Committee and delegating subpoena powers to it.

The Special Committee focused on the rights of Maryland's career civil servants and whether legislation is needed to further protect them during political change.

On August 9, 2006, the Committee heard testimony from its final witness, a former Administration official. At the conclusion of its August 9 hearing, the Committee voted to request the courts to compel the testimony of this witness, as well, and to extend the Committee until 10 days following the conclusion of this witness’ testimony.

On October 30, 2006, the Special Committee submitted its report to the Legislative Policy Committee, and in January 2007, disbanded.
