The Joint Legislative Task Force on Universal Access to Quality and Affordable Health Care organized in July 2005 (Chapter 280, Acts of 2005; Chapter 21, Acts of 2006). The Task Force studied and made recommendations on how to make quality, affordable health care (including primary care, specialty care, hospitalization, and prescription drug coverage) accessible to all Maryland citizens. The "Dirigo Health" plan, the California employer mandate, and other innovative state health-care coverage programs were examined.

The Task Force submitted its final report in January 2007.

Authorization for the Task Force ended June 30, 2007.
