The Special Commission on Electric Utility Deregulation Implementation was formed by the Senate President in January 2005. The Special Commission studied whether Maryland's deregulation of electric utilities was being implemented as envisioned by Chapters 3 and 4, Acts of 1999, and whether the legislative intent of a competitive market and lower costs to consumers is likely to be realized without some changes to that legislation.

The Special Commission was to hold public hearings and work sessions to assess the progress of implementing electric deregulation. Specifically, the Special Commission examined the roles of the Public Service Commission and the Office of People's Counsel; the ways investor-owned utilities and cooperatives are authorized by the Public Service Commission to procure electric power for their customers; and the elimination from the State Budget of the utility grants to counties with power plants.

The Special Commission reported its findings and recommendations to the Senate President on December 19, 2005. It held its last meeting in February 2006.
